CFCL Transaction Primer, 2008

We've made a number of changes to the way we process transactions this year, so I thought it would be helpful to provide a recap of the new transaction rules, fleshing things out beyond what's in the Constitution.

Active/Reserve List Moves
Each owner is responsible for making his own roster moves at the CBS Sportsline website.

Moves can be made effective on either Monday or Friday, and only on those two days. This applies to all activate/reserve moves, including those made when a player is placed on or activated from the Reserve List (there are no "mid-week" moves in response to MLB transactions).

In order to be valid, you must enter your transactions at least half an hour before the beginning of the first scheduled MLB game for that date.

Most teams have already successfully submited Monday/Friday transactions, so I won't go into a lot of detail on the process - it seems to be intuitive enough. I do want to point out the following notes though:

1) Although CFCL rules allow moves only for Monday or Friday, it's important to point out that the Sportsline website will allow them to be entered for any day of the week. We will monitor the transactions to watch for mistakes and if a transaction is entered for a day other than Monday or Friday, we'll back out the move and send you an e-mail about it.

2) Although moves can only actually take place on a Monday or Friday, you can enter them on any day of the week as long as you select the proper effective date for the moves. To do so, simply click on the correct date in the "Date:" field that appears above your roster on the "Set Lineup" page (highlighted in red below):

For example, if you know you're not going to be around to enter moves on the morning of Friday April 4, you can enter transactions for that date earlier in the week by clicking 4/4 in the Date: field before you make your moves. In the example above, if you wanted to submit moves for Monday April 7, you'd need to click Period 2 (above the Date field) to get the set of dates for the following week.

3) Along with setting the Active/Reserve status for each player, you can also change the roster position he occupies. Unfortunately as noted in this post, Sportsline's position eligibility rules aren't completely in sync with ours. Especially early in the season, you may find players who qualify at a position based on our rules but not have that position availble in the Pos drop-down menu. This is common for players who did not play in the majors the previous season - they may be listed as eligible at Utility only. In this case, you'll need to send me an e-mail requesting that I move the player to the desired position for you. Once the player appears at the position in 5 games during the season, he should become permanently eligible at the postition.

Trades
Trades will work much the same way they did last season, with them being reported to me (as League Secretary) via e-mail. Both teams must report the trade for it to be official, and the e-mails must also include any associated moves (for example, if you trade a hitter for a pitcher, you'd have to include a roster move activating a hitter to take the place of the guy you traded and reserving a pitcher to make room for the new guy). Note that you cannot shuffle players who were not involved in the trade between Active and Reserve rosters in order to fit under the salary cap. Trades can be made effective on any day of the week, as long as the trade is reported along with associated roster moves at least half an hour before the start of the day's first MLB game.

Free Agent Bidding
At a very high level, free agent bidding will work much the same as it has in previous years, but there are some significant changes in the details, so be sure to read the following carefully.

Here's a quick breakdown of the process, with detail to follow below:

1) Before 3:00 PM Central time on Sunday, send an e-mail to cfcl_faab@live.com containing your free agent bids and the players you will be releasing if each bid is succssful.

2) Winning bids will be announced Sunday evening and Sportsline rosters will be updated to reflect the new acquisitions.

3) After rosters are updated, but before 30 minutes prior to the scheduled start of Monday's first game, make roster moves at the Sportsline site to activate the newly acquired player(s) and make other roster adjustments.

Details
Each team starts the season with a $1.00 Free Agent Acquisition Budget (FAAB).

A sealed bid Free Agent Auction will be held each week, with bids to be sumbitted via e-mail by 3:00 PM Central time on each Sunday. Free agent bids should be e-mailed to the following address: cfcl_faab@live.com. This address should be used ONLY for free agent bids - it will not be monitored during the rest of the week.

Any players who are listed as Free Agents on the Sportsline site are eligible for Free Agent Bidding. All players acquired via FAAB will receive the typical "major league" contract (in other words, minor league players will not receive M contracts and will not be eligible for X contracts down the road).

Every free agent bid must be accompanied by the name of the player who will be released from your 40-man roster to make room for the new player (unless you already have fewer than 17 players on reserve). Players released in this way will become free agents and will be available to be bid upon on the following Sunday (unless they are in the American League).

If the player you're releasing is on your Active Roster, the guy you're acquiring MUST qualify at the postion of the released player (or the position of another player on the Active Roster who can then be shifted to the open spot). This is to ensure your roster will be legal in terms of position distribution, etc.

DO NOT include other roster moves to be made along with the free agent bids (Active/Reserve Roster shuffling); you'll make those moves on your own.

As soon as possible (ie, as soon as my schedule allows) after 3:00 PM, the results of the Free Agent Bidding will be posted on the Blog and the Sportsline rosters will be updated with the new acquisitions.

It will then be your responsibility to sign onto the Sportsline site and make your regular Monday transactions, which may or may not involve the newly acquired player(s).

A couple addtional reminders for the new owners: 1) The minimum bid for a free agent is .05, and 2) If you acquire a free agent for .25 or more, you must keep him the following Roster Freeze Day if he's still in a National League system or half of his salary will be deducted from your $2.60 spending limit.
